He brings a disciplined, stewardship-based approach, focused on strengthening institutions, empowering people, and delivering sustainable outcomes for the communities they serve.
Having previously served on the P&Cs Board of Directors, Timothy has built an extensive career spanning multiple sectors, including coordinating state-wide operations in Queensland’s education and care sector, advising parliamentary committees, serving on the board of the Queensland College of Teachers, and holding roles in Defence and Queensland Fire and Emergency Services.
As CEO, Timothy is committed to empowering member associations, strengthening advocacy, and ensuring P&Cs Qld remains a trusted voice for Queensland school communities.

As a part of National Volunteer Week, P&C Day falls on May 22nd this year, and we encourage school staff and students to host a morning tea or other celebration, and invite your local state, federal and/or council member to present a Certificate of Recognition to your dedicated P&C volunteers.

Dismissal for a Failed Drugs Test Held to be Unfair
|
|
|
|
Recently, it was held that the dismissal of an employee who had failed a drug test at work was unfair. This was in spite of the employee working as a supervisor in a safety-critical industry for a Company with a zero-tolerance drug policy. The decision just goes to highlight the complexity involved in deciding to dismiss an employee, even for what, on the face of it, seems a very clear case.

What’s changed in the P&C Model Constitution
|

The updated P&C Model Constitution introduces important changes to strengthen governance, accountability and transparency, ensuring P&Cs can continue to support school communities effectively in a changing environment.
Key updates include clearer membership processes, stricter eligibility requirements for leadership roles, and new provisions allowing P&Cs to support schools impacted by natural disasters.

PCYC’s Children’s Book – ‘I Expect Respect!’
In Domestic and Family Violence Prevention Month, PCYC Queensland is adding positively to the conversation with its children’s book I Expect Respect!, and challenging harmful gender stereotypes and attitudes from an early age.
I Expect Respect! was designed for PCYC Fun Squads (Outside School Hours Care services) and can be purchased by schools and families on Amazon, in multiple Languages.
PCYC’s Acting General Manager Fun Squad Karly Sheppard said the book was developed in collaboration with experts in youth services, domestic violence prevention, and education.
“While it is a heavy and serious subject matter, it was written with young children in mind, and it is both a sweet, engaging story and a powerful tool for change,” Karly Said.
“I Expect Respect! has prompted hundreds of positive conversations already.” The book has helped equip children with the knowledge and confidence they need to foster healthy relationships and reject harmful attitudes. Together, we are cultivating a generation that values respect, empathy, and understanding.

Running a school tuckshop is a big commitment, and at many Queensland schools, it’s a small group of P&C volunteers making it all happen alongside their work, family and school lives.
To help support, P&Cs that run tuckshops alongside all their other fundraising activities, Flexischools, with the support of P&Cs Qld, is offering a limited-time incentive to eligible P&Cs.

How to say thank you. It can never be said enough—thank you!
Your willingness to give your time and energy as a volunteer is truly appreciated. Remember to take pride in the smiles you see on students' faces as you walk past them, or in the success of a project brought to life by the P&C Committee’s efforts.
Volunteers are not permitted to receive financial compensation for their contributions. However, from time to time, it may be appropriate to express gratitude through a small gift. Any such gift given to a committee member should be recorded in the accounting records under the category “Gifts”, reported at the next P&C meeting, and documented in the meeting minutes.
Gifts received from suppliers are not permitted due to the risk of conflict of interest. If a gift exceeds the value of $150, it must also be disclosed to the school.
Allowance for Volunteers
Allowances to committee members may be permitted, provided they meet specific, predefined criteria.
